Carrollton gets about 53 inches of rain in a normal year, and much of the town sits on red clay. When water gets under a thin or cracked driveway, that clay softens and the asphalt sinks. Potholes and crumbling edges often start right there. The same thing happens on parking lots, just on a bigger scale.
Ground Effects Paving is an asphalt paving contractor, and Carrollton is part of our service area. We handle asphalt driveway paving for homes and parking lot paving for businesses and property owners. We grade the site and set a compacted stone base before we pave, with the drainage built in. Call or text (770) 940-0861, and we will look at the job and put the quote in writing.

About 37 percent of the city's homes were built before 1980, per the Census Bureau's American Community Survey. Two older neighborhoods, South Carrollton and the Mandeville Mills mill village, are National Register historic districts. If your home sits in a local historic district, ask Community Development whether driveway work needs a Certificate of Appropriateness.
An older driveway that has outlived its base shows wide cracks and sunken wheel paths. Some of those drives need asphalt repair and patching. Others need the old asphalt torn out and a new stone base laid. We tell you which one your driveway needs, and why.
About one home in four in the city was built from 2000 to 2009. Building has kept going, and Census Bureau permit data show 641 more single-family homes permitted from 2021 through 2025. For a newer asphalt drive, upkeep means crack filling and sealcoating.
Carrollton is the Carroll County seat, and the University of West Georgia's campus covers more than 645 acres here. About 59 percent of the city's occupied homes are rented. More than a quarter of the city's homes sit in buildings of five or more units. That means many apartment parking lots.
The city offers corridor grants for business and property owners on Maple Street and Alabama Street. A third corridor runs along Bankhead Highway at Lake Carroll Village. The eligible uses include parking lot repair, when it is part of a larger landscaping plan. Work that has already started does not qualify, so ask the city before the job begins.
For a lot in sound shape, sealcoating and restriping are the usual upkeep. A lot past that point needs a repave, with the base and drainage fixed first. We can phase either job so part of the lot stays open for business.
NOAA's 1991 to 2020 normals for Carrollton show about 53 inches of rain a year. About 16 days a year bring an inch or more. The same records count about 65 nights a year that drop to freezing. Open cracks let that water reach the base under the asphalt.
The NRCS soil survey for Carroll and Haralson Counties maps Madison and Gwinnett soils under much of town. Both have a red clay subsoil, and NRCS rates both somewhat limited for local roads because of low strength. That is why we set a compacted stone base under new asphalt and shape the grade so water runs off.
Along the Little Tallapoosa River and its creeks, the survey maps Chewacla silt loam. It floods often and holds water near the surface, and NRCS rates it very limited for roads. Before you plan a lot near a creek, check the Utility and Flood Map on the city's Engineering page. Georgia law also requires a Georgia 811 locate request before machine digging or grading.
Carroll County spreads about 119,000 people over roughly 500 square miles, per the 2020 Census. Owners live in about 71 percent of its occupied homes, and most homes are single-family houses. On a long gravel drive off a county road, the stone and the county's rules both matter.
For a new driveway onto a county-maintained road outside a subdivision, Carroll County Public Works issues a driveway cut permit. The owner flags the drive, and Public Works inspects it to set the culvert pipe size. The driveway's hard surface has to extend at least 20 feet, or to the right-of-way line. The county also asks for a turnaround pad off the right-of-way, so cars do not back into the road.
Our gravel delivery brings crusher run and base stone in our own dump trucks and spreads it. We also pave private roads and long shared drives, with the grading and drainage they need. Where a drive meets a state route like US 27 or GA 166, GDOT's district office takes the permit application.
