Rockmart takes its name from rock. The city says the name came from Rock Market, for its slate, limestone, iron shale and clay. On the steep hills, soft shale can sit about 15 inches down, and FEMA maps flood zones along Euharlee Creek. Asphalt laid on a weak base over ground like that cracks and sinks.

The NRCS soil survey maps the ground in and around the city limits. The most common soil there is Montevallo very shaly silt loam, on slopes of 15 to 45 percent. Its soft shale bedrock sits about 15 inches below the surface. The survey rates it very limited for local roads and streets, because of the slope and the shallow rock.
The gentler ridges carry Fullerton and Dewey soils, with a clay subsoil the survey flags for low strength. Townley soils mix in too, with soft shale about 27 inches down. Along Euharlee Creek, the bottomland is mostly Chewacla silt loam, which the survey lists as frequently flooded.
On ground like this, the work under the asphalt carries the load. We grade so water runs off the drive, then build a compacted stone base for the hot mix asphalt. Where a cut into a hill reaches shale, we plan the grade and the base around it. A parking lot gets the same base work, with striping to finish.
Much of Rockmart's housing is old. Census estimates put the median year built for homes in the city at 1958. About 3 in 10 went up in 1939 or earlier, and more than half before 1960. Most are detached single-family houses, about 84 percent of the total.
An older drive may be narrow, or it may carry patch over patch on a thin base. When the base is still sound, patching and crack repair or an overlay may be all it needs. When the base has failed, we take the old surface out and build the driveway new.
Newer homes are part of the picture too. About one home in seven in the city was built in 2010 or later. On a newer drive, sealcoating with crack filling first is the usual upkeep.
A Rockmart address can sit well outside the city. The city covers about five and a half square miles of land, while the 30153 ZIP covers about 123. Most of that ZIP lies in Polk County, and it reaches into parts of Paulding and Haralson Counties.
Out in the county, a home may sit at the end of a long drive or a shared private road. On the shale hills, every low spot on a long drive needs a way for water to leave. Private road paving follows the same steps as a driveway, with the base and the drainage built first.
Some drives stay gravel for now. For those, we bring crusher run and gravel in our own dump trucks and spread it on the drive. When a gravel drive gets paved later, we check whether the old stone can stay as part of the base.
Inside the city limits, Rockmart's Community Development Department issues building permits and coordinates inspections. The city's Public Works Department looks after the streets, along with the water and sewer lines. Ask Community Development what your driveway or lot work needs before the job goes on the calendar.
Outside the city, Polk County's driveway form lays out the steps. The property owner stakes the ditch at the center of the planned drive. County Public Works then decides whether a culvert pipe is needed, and what size. The county also calls for a concrete or asphalt apron where a drive meets a county road.
The same form notes that a drive on a state highway, such as US 278, needs a GDOT driveway permit. Where the ZIP reaches into Paulding or Haralson County, ask that county's office instead. Georgia law also requires a Georgia 811 locate request before machine digging or grading. Georgia 811 asks for that ticket at least three business days ahead.
