The City of Hiram calls itself the major commercial corridor for Paulding County. Its code calls US 278 and GA 92 heavily traveled state routes. The parking lots along them carry that traffic every day. Off the highways, about two in three Hiram homes were built in 2000 or later, by Census Bureau estimates. That puts many driveways at the age when cracks and crumbling edges start to show. On Hiram's hills, storm water finds those weak spots fast.
Hiram is part of our service area, inside the city limits and across the rest of the 30141 ZIP code. Ground Effects Paving is a paving contractor for homeowners and businesses across Dallas and the west side of metro Atlanta. Here we handle asphalt paving for driveways and parking lots, plus sealcoating and patching. Every asphalt driveway paving job starts with grading and a stone base we haul in our own dump trucks. We look at the job and put the quote in writing. Call or text (770) 940-0861.

Hiram's ZIP code is far bigger than the city. Census Bureau maps show the 30141 ZIP code covering about 28 square miles. The city itself covers less than 4 square miles and counted 4,929 people in 2020. Most homes with a Hiram mailing address sit outside the city limits, in unincorporated Paulding County.
That line decides which office answers your questions. The city's website has an address lookup that shows whether a property sits in the City of Hiram tax district. Outside that district, the city sends questions to Paulding County. Inside it, the city's zoning page still sends building permit questions to the Paulding County Development Division.
Land disturbance and stormwater questions go to that same county office. General zoning questions stay with the city. Check the lookup before you plan a new driveway or lot.
Hiram's development code sets a corridor overlay district along its main roads. It covers parcels on or visible from US 278, GA 92, Hiram Sudie Road and Bill Carruth Parkway, among others. Inside the overlay, all parking areas must be finished with a hard surface such as asphalt or concrete. Drainage and parking plans there need approval before a land disturbance permit is issued.
Citywide rules apply to every lot too. Entrances and exits must be graded and paved as the city specifies. Every space on a paved lot must be marked. A 90-degree space must be at least 8 feet 6 inches wide and 19 feet deep. Each lot must drain so it does no harm to the properties or streets next to it.
Our parking lot paving covers the grading, base, drainage and striping a lot like that needs. For an open business, we can phase the work so customers still have a way in.
Hiram began as a rural railroad town in 1891, and its downtown has its own design rules today. The Hiram Downtown Historic Overlay District sets standards for site work the public can see. New development plans there put parking and garages at the rear of the site or the buildings. The code also favors fewer curb cuts across the sidewalk.
The city's Design Review Board issues a Certificate of Appropriateness for work in the district. That certificate covers parking and drainage, and it comes before the county reviews an improvement permit. Ask the city about it before you plan a new lot or entrance downtown.
Federal soil maps show clay subsoil under much of Hiram's open ground. In the Pacolet and Lloyd soils mapped here, that clay is red. Most of the mapped ground sits on slopes of 6 to 25 percent. The low ground along the creeks is mapped as occasionally flooded.
That ground shapes how a driveway gets built. On a slope, storm water moves fast and cuts at the edges of the asphalt. Where it collects, water gets under the pavement and breaks it down. We grade for drainage and set a compacted stone base before any asphalt goes down.
On an older driveway, asphalt repair and patching can fix failed spots before they spread. Once the surface is sound, sealcoating helps protect it from sun and water.
