Road paving turns a washed-out gravel road or a broken private road into a solid asphalt surface. The trouble usually starts with water, and Paulding County averages about 53 inches of rain a year. Each hard rain cuts new ruts, and each load of gravel ends up in the ditch. Ground Effects Paving rebuilds the road from the ground up, then paves it in hot mix asphalt.
We pave the roads that private owners pay for, like subdivision streets owned by an HOA or a developer. Farm and church roads get the same work, and so do long drives that several homes share. Ground Effects is a paving contractor serving Dallas, Georgia and the west side of metro Atlanta. Call or text (770) 940-0861, and we look at the road and put the quote in writing.

A paved road holds up only as well as the ground under it. The USDA soil survey rates most of Paulding County as limited for local roads and streets. It names slope most often, then low strength, its term for soil that is weak under traffic. Several common soils here also have soft rock about 30 to 35 inches down, within reach of a deep cut.
So the work starts with the grade. We cut the high spots and fill the low ones, and soft ground gets dug out and replaced with stone. Georgia's dig law counts machine grading and ditching as excavating, so a Georgia 811 locate request comes first.
Next comes the stone base, which we bring in on our own dump trucks and roll hard. That base carries every delivery truck and trash truck that uses the road. Then the hot mix asphalt goes down, and we roll it while the mix is still hot enough to compact. Last, we build the shoulders up against the asphalt, so its edges have something solid beside them.
Paulding County's Department of Transportation maintains county roads, and its work stays inside the county right-of-way. A private road sits outside that work, so its owners pay to pave it. The county DOT can tell you whether yours is county-maintained.
A brand-new road on open land may also need a permit before any grading starts. In Paulding County, the Development Division issues grading and land disturbance permits. For new development, the county requires a 50-foot natural buffer along most creeks, plus 25 more feet without pavement. That office answers what your road needs, and we point you there before the work begins.
Where a private road meets a county road, the connection goes through the county DOT. On a state route like US 278 or GA 92, the right-of-way is GDOT's. Grading or drainage work inside it needs a GDOT permit.
Douglas County's development code makes a good yardstick for a subdivision street. A local residential street there is 24 feet of pavement on 6 inches of graded aggregate base. The asphalt goes down as a 3.5-inch binder layer under a 1.5-inch topping. Your own county sets its own rules, so its office has the final word on your street.
On new subdivision streets, that code holds back the final topping. It waits until homes are finished on 75 percent of the building lots. If a year after final plat approval comes sooner, the topping can go on then. We can build a developer's new street in stages, the binder now and the topping later.
A drive that serves one home is a driveway, and our asphalt driveway paving covers it. Once several homes share a drive, it carries road traffic and gets built like a road. Farm roads carry tractors and loaded trucks, and their base gets sized for that weight.
