About half of Villa Rica's homes went up between 2000 and 2009, by Census Bureau estimates. That puts many driveways here past 20 years old. Under them sits clay soil that the federal soil survey rates as limited for local roads. On older drives, that shows up as cracked edges and low spots that hold water.

Villa Rica did much of its building in one decade. The Census Bureau puts the median year built for its housing at 2003. Nearly 8 in 10 homes are detached single-family houses, and about 1 in 10 went up before 1960.
The growth kept going. The 2020 Census counted 16,970 people, up from 13,956 in 2010, and the Census Bureau estimates about 21,000 by mid-2025. Villa Rica's draft city plan for 2023 to 2043 lists new housing along Conners Road and near Mirror Lake. It also cites a county forecast that puts most of Carroll County's growth on GA 61 toward Carrollton.
A driveway paved with a 2003 house is past 20 years old now. If the base under it is still firm, asphalt resurfacing and milling can give it a new surface. If the base has failed, a new asphalt driveway is the better fix.
The NRCS soil survey maps about two-thirds of the city as Hulett, Gwinnett and Madison soils. In each one, clay starts within about a foot of the surface. The survey maps about three-quarters of the city as eroded, which means part of the old topsoil is gone.
The survey rates almost all of the city's ground as limited for local roads and streets. Low soil strength is the reason it gives most often, and slope comes next. In asphalt paving, a compacted stone base spreads the load over that weaker soil. On a new driveway, grading and the stone base come first.
Town Branch and Bay Springs Creek both run through the city. The survey maps nearly a tenth of the city as creek-bottom soil that it rates as frequently flooded. The city has stream buffer and floodplain ordinances, so work near a creek starts with a question to the city.
On a low lot, the grade has to carry water away from the house and the pavement. We shape that drainage before the asphalt goes down.
The city plan names Industrial Boulevard and Mirror Lake Boulevard as two roads that lead to I-20. It says those roads and parts of GA 61 and US 78 carry heavy tractor-trailer traffic. Parts of these corridors are designated truck routes.
A business lot that takes truck traffic needs a stone base built for the weight. It also needs a firm edge where the lot meets the street. Where a site calls for one, we pour the concrete approach, the entrance from the street into the lot.
The town moved to its present spot when the railroad came through in 1882. A downtown plan cited in the city plan called parking a major issue for downtown businesses. Yet its own study found a substantial amount of public and private parking downtown.
The city plan recommends looking at fixing up and reconfiguring existing lots before anyone builds a parking deck. That is work for parking lot paving, with fresh striping to finish.
Villa Rica's city limits cross two counties. In the 2020 count, 9,706 residents lived on the Carroll County side and 7,264 on the Douglas County side. The city's Interactive Zoning Map shows the city limits and flood zones by street address.
Inside the city, the Building Development Department asks you to check with it before any work starts. A new commercial site goes through site plan review, with civil plans and a hydrology report. On GA 61, GA 101 or US 78, GDOT's driveway rules require a state permit for work in the right-of-way. That includes widening an existing driveway.
Past the city limits in Carroll County, Public Works no longer installs driveway culverts on private property. The owner is responsible, and the county posts a driveway permit application. Its driveway ordinance says the county will require culverts, and the owner notifies the county before each pipe goes in. Work in a county right-of-way needs written permission from Public Works.
In unincorporated Douglas County, driveway permits come from the county Department of Transportation. For new development, the county code says an entrance onto a state road must be paved within the right-of-way. We point you to the right office when we look at the job.
